Celina Man Sentenced to 42 Years in Prison on Rape Convictions

CELINA — A 41 year old Celina man was sentenced Friday in Mercer County Common Pleas Court to 42 years in prison after pleading guilty to seven counts of rape, according to online court records.

Joshua R. Mullins received six year prison terms on each of the seven first degree felony counts, with the sentences ordered to be served consecutively. He was also given 123 days of jail time credit.

Records show Mullins was originally indicted in late December 2025 on eight counts of rape after first being arrested earlier that month on a criminal complaint involving three rape counts. The charges were later amended, and Mullins waived prosecution by indictment before entering a negotiated plea to a bill of information on March 2.

The offenses involved three girls between the ages of 3 and 8 and were alleged to have occurred on seven occasions between 2012 and 2014.

The sentencing hearing was held before visiting Judge Jeffrey Ingraham.
