Minster council considers narrowing Second Street right-of-way, approves industrial park land sale

Minster Village Council took several actions at its latest meeting, including a first reading tied to a long standing right of way on Second Street and the approval of an ordinance involving land at the State Route 66 Industrial Park.

Village Administrator Don Harrod said council gave the first reading of an ordinance to narrow a portion of the Second Street right of way between Lincoln Drive and Hamilton Street. Harrod explained that while Second Street ends at Garfield Street, the village’s right of way continues on paper from Garfield to Hamilton, even though the roadway was never built. The village has continued to maintain that right of way and there is a sidewalk located in the area.

Harrod said property owners between Lakewood and Hamilton have requested the right of way be narrowed, since the street is unlikely to ever be constructed. The proposal would reduce the right of way from 50 feet to 12 feet, allowing the village to continue maintaining the sidewalk while releasing the remaining portion of the right of way.

Council also passed an ordinance designating certain lands as not needed for municipal purposes and authorizing the Minster Community Improvement Corporation to sell the land to a company looking to locate in the village’s State Route 66 Industrial Park.

In addition, council accepted the January 2026 income tax report as submitted by the City of St. Marys. Harrod said Minster received $337,803.06 in income tax dollars for the month of January, which is about $30,000 less than what the village received in January 2025.
