For Wastewater and Drinking Water Improvements

 

COLUMBUS, OH – The Ohio Water Development Authority (OWDA) approved over $12 million in low interest loans on Thursday, January 29, 2026, for five projects in Ohio to improve wastewater and drinking water infrastructure and make water quality improvements for Ohioans.

 

The following projects for Ohio communities received OWDA Board approval for funding through the Fresh Water Loan Fund Program for improvements and to replace aging infrastructure:

 

?         The City of Columbus in Franklin County is approved to receive a loan for $3,759,411.99 at 4.39% for five years for the design of a supply well and raw waterline at the existing wellfield to provide additional water to the Parsons Avenue Water Plant.

 

?         The City of Columbus in Franklin County is approved to receive a loan for $7,886,611.00 at 3.84% for 20 years for the construction of repairs at the Dublin Road Water Plant including replacement of filtration media, replacement of a utility tunnel concrete cap, and construction of a new lubricant storage building,

to replace equipment and structures that have exceeded their useful life.

 

?         The Eastern Ohio Regional Wastewater Authority is approved to receive a loan for $120,420.00 at 4.39% for five years for the design of improvements to the wastewater treatment plant, including a new effluent metering system, solids handling building structural upgrades, screw pump and main boiler replacements, and a new generator at the Indian Run Lift Station, to replace equipment that has exceeded its useful life.

 

?         The Village of Waynesfield in Auglaize County is approved to receive a loan for $153,766.00 at 4.70% for 30 years for the construction of 2,500 feet of waterline along East Wapakoneta Street to replace aging waterlines.

 

?         The Village of Waynesfield in Auglaize County is approved to receive a loan for $157,319.00 at 4.70% for 30 years for the construction of 3,400 feet of storm sewer along East Wapakoneta Street to replace aging sewers.  

 

The Ohio General Assembly created the OWDA in 1968 to provide funding for the construction of public water and wastewater infrastructure in Ohio. The OWDA provides financial assistance for environmental infrastructure from the sale of municipal revenue bonds through loans to local governments in Ohio and from the issuance of industrial revenue bonds for qualified conduit projects in Ohio. OWDA pursues borrowing that assures the lowest cost of funds in order to maintain low borrowing rates for the local governments of Ohio. These low borrowing rates allow municipalities to construct necessary water and sewer improvements while minimizing the impact to user charges.
