elina City Council to meet December 15 with 2026 budget on final reading

Celina City Council will hold its regular meeting Monday, December 15, 2025, at 7 p.m. in council chambers at 225 North Main Street.

Council President King will preside over the meeting, with Mayor Jeff Hazel, Safety Service Director Ken Hitchcock, City Auditor Mike Shinn, and City Law Director George Moore also expected to be present. The meeting is open to the public, and area news media have been notified.

Council will begin with roll call, acceptance of the agenda, and approval of the November 24, 2025 regular meeting minutes. Members will also receive a report from the Personnel and Finance Committee from its November 24 meeting, followed by communications and audience comments.

Several items of new business are on the agenda, including an ordinance to adopt a city cybersecurity program, an ordinance to re establish the Police Capital Fund, and legislation to approve updated replacement pages to the city’s codified ordinances. Council will also consider an ordinance amending categories within the city’s 2025 annual appropriations.

Under old business, council will consider the third and final reading of the 2026 city budget, which is expected to be presented in amended form and made available Monday night. Additional third reading items include ordinances authorizing the Safety Service Director to advertise for bids and enter into contracts for city projects, capital equipment, and various materials and services for the 2026 fiscal year.

The meeting will also include administrative reports, time for matters for the good of the order, and adjournment.
