According to online records, the Celina Police have arrested 40 year old Joshua Ray Mullins on 3 counts of 1st degree non-forcible rape involving a victim under the age of 13. Mullins was arrested Tuesday and taken to the Mercer County Jail. Mullins is being held on a $500,000 bond. Additional details on this case will be provided once they become available.
