St. Marys City Council Advances Personnel Measures, Approves Refuse Fund Transfer

St. Marys City Council worked through a full agenda Monday night, moving forward on several pieces of legislation — much of it tied to personnel matters. Council approved updated zoning subdivision fee regulations, a three-year contract with Efficiency Smart for energy-efficiency services, and a resolution clarifying the city’s position on the meaning of addresses.

Council also introduced seven new pieces of legislation, five of which deal with wages, benefits, and contracts for key city positions. First readings were held for ordinances covering compensation for the fire chief, police chief, non-bargaining police department employees, supervisory staff, non-represented workers, and the director of public service and safety. A one-year contract for city dispatchers also received its first reading. Council also began consideration of a resolution allowing surplus city property to be sold through its longtime online auction platform, which has generated more than $600,000 for the city.

Council then suspended the rules to approve a resolution transferring $40,083.83 into the Refuse Improvement Fund, allowing the auditor to move a total of $60,083.83 into the Refuse Revenue Fund to address a negative balance created by a major expenditure and ongoing rate studies.

After meeting in executive session to discuss collective bargaining, council approved a tentative three-year contract agreement with the fire department union. Before adjourning, members scheduled a finance committee meeting for December 1 at 5:15 p.m. to continue work on the 2026 budget.
