Minster Council approves North Hamilton Street assessments, transformer purchase
Minster Village Council has approved more than $154,000 in special assessments connected to the recently completed reconstruction of North Hamilton Street.
Village Administrator Don Harrod said council gave third and final reading to an ordinance establishing assessments for properties along North Hamilton Street between Fifth and Seventh streets.
The assessments cover a portion of the project’s curb and gutter work, driveway approaches, sidewalks and the top two inches of asphalt. Property owners will be responsible for a combined $154,702.
Owners will have 45 days to pay their share. Any unpaid amount will be placed on the property owner’s tax bill and collected over a 10-year period.
Council also awarded a $661,007 contract to Wesco for four 2,500-kilovolt-ampere, three-phase pad-mounted transformers. The new equipment will replace four existing transformers at a Minster facility.
Another ordinance established a new hourly pay range for part-time police officers. The range will run from $23.32 to $30.27.
Council gave first reading to an ordinance annexing 1.320 acres into the village. Isaac and Becanae Hoyne requested the annexation, which has already received approval from the county commissioners.
Members also appropriated $647,000 toward the purchase of a new fire truck for the Minster Fire Department.
In personnel action, council moved Public Works Department employee Gavin Tobey from introductory status to permanent full-time status. Tobey will also receive a pay increase to $23.21 per hour.
Council authorized Harrod to seek bids for the North Garfield Street waterline and curb replacement project. The planned work would replace waterlines, curbs and gutters between Fifth and Seventh streets.
The village will now prepare bid documents and distribute them to potential contractors.
Council also approved the Oktoberfest Committee’s use of Minster Machine Centennial Park and Oktoberfest Park for the 2026 Minster Oktoberfest.
