Rockford Council backs proposed business park, reviews scooter safety and utility concerns

Rockford Village Council is expressing support for a proposed business park planned for property east of the village near U.S. Route 33.

During its July 21 meeting, the village’s Economic Development Committee reported that members had met with investors from Chene Development. The group is described as being committed to developing the business park, although additional details about the project’s size, timeline and potential tenants were not included in the council report.

Mayor Ron Searight also addressed growing safety concerns involving powered scooters, minibikes and bicycles. Searight said the village recently received its first report of a collision involving a vehicle and a scooter. No serious injuries were reported.

The mayor encouraged parents purchasing powered vehicles for their children to make sure they understand traffic laws and safe riding practices. He noted similar discussions are taking place in other communities across the region.

Council also approved an ordinance placing assessments on properties with unpaid maintenance fees and delinquent utility bills. The ordinance passed unanimously following its third reading.

Village officials continue working to improve the delivery of monthly water bills. Residents may receive bills by email or view and pay them online. A service fee applies to online card payments, but the village does not receive any portion of that fee. Residents receiving bills by email may still pay in person or use the payment box outside the village office.

The Public Utilities Committee also discussed a proposed Enbridge Gas Ohio rate increase. According to the council report, the proposal could increase the average residential customer’s monthly bill by approximately $9.50, or about 10 percent.

A public hearing on the proposal is scheduled for August 31 at 6 p.m. at the Lima Public Library.

Council members were also asked to review Rockford’s no-solicitation ordinance and an ordinance addressing the disposal of pet waste.

The Shanes Crossing Historical Society is raising money to plant trees at Shanes Park this fall. Trees may be sponsored for $140, with information available at the village office or through the organization’s Facebook page.

Upcoming community events include a Maker’s Market at Shanes Park on August 2, Back to School Night at the Rockford Eagles on August 4 and the Spiffy for School event for Parkway students on August 10.

The Spiffy for School program will offer free professional haircuts, school supplies, gently used Parkway clothing and tennis shoes. Donations may be dropped off at the Rockford Carnegie Library.

Council approved paying bills totaling $10,871.97 and accepted $354 in Mayor’s Court receipts. The meeting adjourned at 7:44 p.m.
