Minster Council Discusses Hamilton Street Assessments, Four Seasons Park Grant, And Transformer Purchase

Minster Village Council handled several items during its latest meeting, according to Village Administrator Don Harrod.

Council gave a second reading to an ordinance levying special assessments for improvements to North Hamilton Street. Harrod says the legislation is the final step for the village to assess part of the street construction cost back to property owners along Hamilton Street.

Property owners will have 45 days to pay the assessment. If it is not paid within that time, the cost will be added to their property taxes over a 10-year period. Harrod says the total assessment for property owners is $154,702.

Council also passed a resolution allowing the village administrator to submit a NatureWorks grant application to the Ohio Department of Natural Resources for a project at Four Seasons Park. The project would add a disc golf course at the park. Harrod says the Auglaize County allocation through the NatureWorks grant program is $14,263, with the grant requiring a 25% local match from the village.

Council also gave a first reading to an ordinance awarding a bid for the purchase of four 2,500 KVA three-phase pad-mounted electrical transformers. The transformers would be used by the electric department to replace existing units at an industrial facility in town. The low bid was submitted by Wesco at $661,700.42.

In other business, council gave a first reading to an ordinance amending the village’s pay ordinance to establish a pay range for part-time police officers. The proposed range is $23.32 to $30.27 per hour.

Council also accepted the June 2026 income tax report. Harrod says the village received $459,431 in income tax revenue for June, bringing the total for the first six months of the year to $2,573,134.
