Minster Council Approves Zoning Decision, Garfield Street Project And E Bike Helmet Rule

Minster Village Council approved several items during its latest meeting, according to Village Administrator Don Harrod.

Council gave the third and final reading of an ordinance upholding the Minster Planning Commission’s recommendation to deny a zoning map amendment on South Garfield Street. The request would have changed the current zoning from general commercial to single family residential. Harrod said the Planning Commission held a public hearing earlier this year and voted to deny the request. Council’s action confirms that the zoning change will not move forward.

Council also gave the third and final reading of a resolution declaring it necessary to improve North Garfield Street from Seventh Street to Fifth Street. The project includes improvements to the water line, curb and gutters, and driveway approaches. As with other street improvement projects, part of the cost will be assessed back to property owners.

Council also approved the third and final reading of an ordinance requiring individuals under the age of 18 to wear helmets while operating or riding on an electric bicycle or low speed micromobility device in the Village of Minster. The ordinance establishes fines for violations and will go into effect July 2nd.

Council gave a second reading to an ordinance narrowing a portion of the right of way on Second Street between Garfield Street and Lakewood Drive. Harrod said Second Street was never extended or improved beyond Garfield Street, and property owners in the area requested that part of the right of way be vacated.

Council also approved the purchase of a 1,000 kVA pad mount transformer for the electrical department. The transformer will replace a current transformer at Wagner’s IGA at a cost of $40,900.

In personnel action, council moved Carter Elking from introductory status to permanent status with the Parks Department. Harrod said Elkin has completed his six month introductory period with the village and will now become a full time permanent employee.
