Minster Council Approves Enterprise Zone Agreement With Globus Printing And Packaging

Minster Village Council approved several project related items during its latest meeting, according to Village Administrator Don Harrod.

Council suspended the rules and passed an ordinance approving an enterprise zone agreement with Globus Printing and Packaging. Harrod says the company plans to invest $3.2 million into a 45,000 square foot addition to its current facility in Minster.

As part of the agreement, Globus has agreed to hire five new employees, with an estimated payroll of $200,000. Council approved a 10 year property tax abatement, with the first five years at 60 percent and the second five years at 30 percent.

Council also awarded the Fourth Street brick repair project to Tom’s Construction of St. Henry. The project will repair the brick section of Fourth Street over the canal. The lowest bid was $192,762, and work is expected to begin in the next month or so.

Council also approved a resolution declaring it necessary to improve certain streets between Fifth Street and Seventh Street. The project would include a new water line, curb, gutters and driveway approaches. As with past projects, part of the cost would be assessed back to property owners.

A minor street resurfacing project was also awarded to Barrett Paving of Middletown, Ohio, with a bid of $307,332. The project includes repaving several streets and alleys in the village, including Miami and Erie Canal, Webster Street, Crestwood, Line Drive and several alleys.

Council gave a second reading to an ordinance that would require anyone under the age of 18 to wear a helmet while operating or riding on an electric bicycle or low speed micromobility device. The ordinance would also require e bikes to have headlights and taillights and would prohibit class three electric bikes from operating on public sidewalks.

Council also gave a first reading to an ordinance narrowing a portion of the Second Street right of way between Garfield Street and Lakewood Drive. The right of way had previously been designated for a possible street through a subdivision, but that street was never built. Property owners requested the change, and council agreed to narrow the right of way from 50 feet to 15 feet while maintaining the sidewalk through the area.

Harrod also reported that Minster received $749,812 in income tax dollars for April 2026, bringing the village’s total for the year to $1,824,924.
