35 year old Chelsey Mills of Celina was arrested recently after striking a tree on West Main Street in Franklin Township. According to the Mercer County Sheriff's Office, the incident happened Friday just before noon. A Sheriff's Deputy  observed Mills exhibiting signs of impairment - fast-talking, bloodshot eyes, and pinpoint pupils.Mills was arrested for operating a vehicle under influence.During the arrest, Mills dropped a backpack containing:Two baggies: one with white powder (later identified as cocaine, 4.33 grams) and another with a clear crystalline substance (identified as methamphetamine, (9.9 grams). Additional items found included a scale with residue, a burnt foil pipe, and $432.00 in cash linked to drug transactions.
