According to jail records, 31 year old Travis Heistan of Celina has been arrested on a 1st degree felony charge of non-forcible rape involving a child under the age of 13. Heistan is also charged with 2 counts of gross sexual imposition, a 3rd degree felony. Heistan was arrested Friday afternoon by the Celina Police.
