PRESIDENT DONALD TRUMP IS SCHEDULED TO JOIN AN OBSERVANCE AT THE PENTAGON, WHERE FORMER PRESIDENT GEORGE W. BUSH PLANS TO ATTEND AN AFTERNOON WREATH-LAYING. VICE PRESIDENT MIKE PENCE IS SCHEDULED TO SPEAK NEAR SHANKSVILLE, PENNSYLVANIA, WHERE UNITED AIRLINES FLIGHT 93 CRASHED, KILLING ALL 44 ON-BOARD, INCLUDING FOUR HIJACKERS.
